Where To Build a Website For a Small Local Service Business

To cut to the chase, a good beginner option is WordPress in my opinion. You can start simple with a template and add complexity with the various plugins as needed when you grow, it’s where I first started and continue to use it with professional businesses and a medium sized charity.

As you scale over time, the downside it that WordPress sites can become slow as you add more of those plugins, but that is more of a high quality problem that shouldn't effect you too much for the first few years, and many larger businesses stay with it.

As a local service business, the site is likely to never scale up too much, unlike ecommerce, so in this situation WordPress shouldn't steer you wrong.
